Under the direction of the Equal Employment Opportunity Officer (EEOO), the Associate Governmental Program Analyst serves as the EEO Investigator to ensure compliance with California Energy Commission policies, procedures, and applicable laws and regulations. The investigator assists the EEOO in objectively monitoring and assessing personnel policies and practices, recommending administrative changes to prevent illegal discrimination/harassment, and handling all matters with sensitivity, confidentiality, tact, and diplomacy. The investigator also conducts internal investigations; meets with employees to discuss possible policy violations; ensures allegations of discrimination, harassment, workplace violence, bullying, and retaliation are properly reviewed; coordinates and assists with special projects; provides training to staff on the EEO and workplace violence complaint process and related topics; maintains a log of case intakes and investigations; coordinates and guides the Disability Advisory Committee and is the liaison between the committee and the executive directorship; and coordinates the Upward Mobility Program.

Working Conditions

This position provides hybrid telework opportunities. Beginning July 1, 2025, employees may be required to work in-person four days per week under the Energy Commission's telework policy currently under development as required by Executive Order N-22-25 and current CalHR guidance. CEC will review requests for exemptions on a case-by-case basis, with consideration to operational needs and the benefits of in-person interaction. Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date. Regular and consistent attendance is essential to successful performance. Occasional travel may be required based on the needs of the division.

Statement of Qualifications Instructions

Provide an example of a particularly difficult, sensitive, or complex investigation you conducted, how you navigated it, and the general case outcome.

2)  Describe your experience managing a large workshop or meeting with speakers, activities, and networking opportunities. Include tools you used such as MS Planner, Outlook, virtual meeting platforms like Zoom, etc. Provide examples of training or meetings you have conducted and/or facilitated.

3)  Describe how you are uniquely qualified for this position. Include any training and experience you have that makes you the best candidate.
